*美谈判代表:北韩拖延核会谈不会有更好结果

一名美国高级外交官对于北韩拒绝恢复解决其核项目问题的六方会谈感到沮丧,
他说拖延不会为平壤带来更好的结果。

北韩去年9月同意放弃核项目,以换取援助和安全保证,但是后来谈判人员在11月
会晤时没有在这个问题上取得任何进展。平壤坚持美国应该首先取消对它的制裁。

美国助理国务卿希尔今天在新加坡表示,等待两三年并不会产生更好的结果。希
尔说,另外5个谈判国家目前正准备恢复谈判,北韩拖延只能进一步损害它的经济。

US Negotiator Says North Korean Delays on Nuke Talks Will Not Produce
Better Deal.

A top U.S. diplomat has expressed frustration with North Korea's refusal
to resume six-party talks about its nuclear program, saying the delay
will not produce a better deal for Pyongyang.

North Korea agreed in September to give up its nuclear program in
exchange for aid and security guarantees, but then negotiators met in
November and failed to make any progress on the deal. Pyongyang insists
the United States first lift sanctions against it.

Speaking in Singapore today (Monday), U.S. Assistant Secretary of State
Christopher Hill said waiting two or three years will not result in
better deal. Hill said the five negotiating countries (Russia, China,
U.S., South Korea, Japan) are ready to resume talks now, and North
Korea's stalling only further damages its economy.

中国政府将向尼日利亚提供10亿美元,用于改善这个国家的铁路系统。

China Giving Nigeria $1 Billion for Railways

The Chinese government will give Nigeria one billion dollar grant to
improve its railway system.

China's Xinhua news agency reports that Nigeria's Finance Minister
(Ngozi Okonjo-Iwuala) announced the deal Sunday at an international aid
conference in Abuja.

The minister said the money would be used to build new track as well as
fix dilapidated railways.

Separately, Nigeria's state-run power company says it has signed a 110
million dollar deal with a Chinese company to extend an electrical power line.

China has stepped up its investment in Nigeria as it seeks to secure new
markets and sources of oil.

Last week, Nigeria awarded China four new oil-drilling licenses in
exchange for a two billion dollar investment in an oil refinery.
