台湾总统陈水扁决定不对反对党提出的罢免运动提出书面辩驳。

总统助理表示,陈水扁将于星期二晚上对台湾人民发表一场电视演说。助理们说
,陈水扁在演说中将着重谈论他的政绩,而不会对他的家人贪污腐败的传闻做出
评论。

台湾立法院将从星期三开始辩论反对党提出的一项动议,动议将授权进行有关罢
免陈水扁总统的全民公决。

反对党说,由于陈水扁的夫人、女婿和高级助理涉及金融丑闻,陈水扁已经无法
获得人民的信任。目前没有证据显示陈水扁本人直接涉及这些丑闻。

Taiwan's Chen Will Not Issue Rebuttal to Opposition's Recall Motion

Taiwan President Chen Shui-bian has decided not to issue a written rebuttal
to an opposition campaign to recall him from office.

Presidential aides say Mr. Chen will instead deliver a televised address
to the people of Taiwan Tuesday evening. They say he will focus on his
accomplishments in office and will not comment on allegations of corruption by members of
his family.

Taiwan's parliament is to begin debating Wednesday an opposition motion
that would authorize a national referendum on removing Mr. Chen from
office.

Opposition parties say he cannot be trusted because of alleged financial
wrongdoing by his wife, son-in-law and senior aides. Mr. Chen has not been
directly implicated in the scandals.


*中国总理给加纳3800万美元贷款

中国同意向加纳提供3800万美元的贷款,协助这个西非国家将通讯网络升级以及
资助其它项目。

中国总理温家宝星期天在与加纳总统库福尔在首都阿克拉举行会谈时提出这套低
息贷款方案。

这笔贷款将通过增设电话线路以及改善互联网接入等,加强加纳的通讯基础设施
。这笔贷款还将资助利用中国专长的加纳医疗项目。

中国官方媒体报导说,中国与加纳的贸易从1995年的7600万美元增加到去年的7亿
6千万美元。

加纳是温家宝总理非洲之行的第二站。此行的主要目的是为中国快速增长的经济
扩充能源资源。温家宝星期一前往刚果共和国访问。

Chinese Premier Offers $38 Million Loan Package to Ghana

China has agreed to lend Ghana 38 million dollars to help the west African
country upgrade its telecommunication network and finance other projects.

Chinese Premier Wen Jiabao offered the low-interest loan package Sunday
during talks with Ghana's President John Kufuor in the Ghanaian capital,
Accra.

The money will be used to boost Ghana's communications infrastructure by
increasing the number of phone lines and improving Internet access. The
loans will also finance medical programs in Ghana using Chinese expertise.

Chinese state media say trade with Ghana has increased from 76 million
dollars in 1995 to 760 million dollars last year.

The Chinese premier is visiting Ghana on the second leg of an African tour,
which is primarily aimed at expanding energy resources for China's
fast-growing economy. He travels to the Republic of Congo today (Monday).
