*欧盟许诺就伊核提大胆建议

欧盟外交政策负责人索拉纳说,欧盟将向伊朗提供丰厚的好处以劝说德黑兰放弃
其核项目。索拉纳星期一抵达布鲁塞尔,出席讨论伊朗问题的欧盟外长会议。索
拉纳说,这一“大胆的一揽子建议”将涵盖核项目、经济以及还可能包括安全等
方面的问题。他没有说明这个方案的具体细节。预计这项方案将包括允诺帮助伊
朗开发民用核项目。

EU Promises Bold Iran Nuclear Offer

European Union foreign policy chief Javier Solana says the EU will offer
Iran generous incentives to convince Tehran to give up its nuclear
program. Arriving in Brussels Monday for a meeting of EU foreign
ministers to discuss Iran, Solana said the "bold package" will cover
issues relating to nuclear, economic and - possibly - security matters.
He did not offer details of the package, which - among other things - is
expected to include promises to help Iran develop a civilian nuclear
program.

Sunday, Iranian President Mahmoud Ahmadinejad said Tehran would reject
any European offer that requires an end to Iran's nuclear activities.
Tehran denies Western accusations that Iran is trying to obtain nuclear
weapons.

U.N. Secretary-General Kofi Annan says he is encouraged by the latest
diplomatic efforts to resolve the crisis. He said the international
community must take urgent steps to resolve the matter to forestall a
possible "cascade" of proliferation of nuclear weapons.


*中国货币对美元汇率上升

中国将人民币的汇率第一次调整到不到八元人民币兑换一美元的水平。上海市场
星期一的交易中,人民币攀升到自去年汇率调整以来的最高点。

北京10个月前取消了人民币和美元长达11年的挂钩,允许人民币升值2%。从那以
后,人民币缓慢升值。但是,美国财政部官员依然对中国的改革步伐抱有微词。
美国政府上星期的一份报告没有把中国定为货币操纵国,但是对中国人民币汇率
持批评态度的人士认为,人民币被低估了大约20%到40%。

Chinese Currency Rises Against Dollar

China has adjusted its currency's value for the first time below an
exchange rate of eight yuan to the U.S. dollar. Trading in Shanghai
began Monday with the yuan at its highest level since last year's
revaluation of the currency.

Beijing scrapped the yuan's 11-year peg to the dollar 10 months ago and
allowed the currency to rise by two percent. The yuan has appreciated
slowly since then, but U.S. Treasury officials have complained about the
pace of China's reforms. A U.S. government report last week stopped
short of labeling China a currency manipulator, but critics of China's
foreign-exchange policies say the yuan is undervalued by 20 to 40 percent.
