北京指责利比亚允扁过境访问、巴拉迪再促外交解决伊朗危机

*北京指责利比亚允扁过境访问

台湾总统陈水扁在结束访问拉丁美洲返程途中出人意料地在利比亚和印度尼西亚
过境。陈水扁总统星期三在利比亚停留,星期四抵达印尼巴淡岛。他结束对哥斯
达黎加和巴拉圭的访问在返回台湾途中。
陈水扁在利比亚受到领导人卡扎菲家人的迎接。中国对利比亚允许这次来访大加
指责。利比亚与北京有外交关系。中国认为台湾是中国的一个反叛省份。中国外

Beijing Denounces Libya for Allowing Chen Shui-bian Transi

Taiwan's President Chen Shui-bian has made surprise visits to Libya
and Indonesia on his way home from Latin America. President Chen Shui-bian
stopped in Libya on Wednesday before arriving on the Indonesian island
of Batam Thursday. He is headed back to Taipei from a trip to Costa Rica
and Paraguay.

In Libya, Chen Shui-bian was greeted by family members of leader Muammar
Gadhafi. China blasted Libya for allowing the visit. Libya has diplomatic
ties with Beijing, which considers Taiwan a renegade province. Chinese
Foreign Ministry spokesman Liu Jianchao said Thursday Libya had seriously
violated its long-term commitment to the one-China policy. He said the
visit would have a negative impact on bilateral relations between China
and Libya.


*巴拉迪再促外交解决伊朗危机

国际原子能机构负责人巴拉迪再次呼吁就伊朗核计划问题进行外交解决。巴拉迪
星期四在阿姆斯特丹发表讲话时,对联合国安理会推迟是否对德黑兰实施制裁的
决议表示欢迎。西方国家政府正在寻求安理会做出决议,要伊朗停止其浓缩铀活
动,否则将面临制裁。
巴拉迪说,他希望双方达成折衷,确保伊朗有和平利用核技术的权利。他还呼吁
伊朗首先和国际社会建立互信。

ElBaradei Renews Appeal for Diplomatic Solution to Iran Crisis

Mohamed ElBaradei, head of the International Atomic Energy Agency has
renewed an appeal for a diplomatic solution to the crisis over Iran's
nuclear program. Speaking Thursday in Amsterdam, ElBaradei welcomed
the delay in a U.N. Security Council debate on whether to impose
sanctions on Tehran. Western governments are seeking a Security Council
resolution that would oblige Iran to halt all uranium enrichment work,
or face sanctions.

ElBaradei said he hoped both sides will agree on a compromise to ensure
that Iran has the right to peaceful nuclear technology. He also called
on Iran to initiate confidence-building measures with the international
community.

Iranian President Mahmoud Ahmadinejad says he is ready to engage in a
dialogue with anyone to resolve the standoff. Speaking Thursday in
Indonesia, Mr. Ahmadinejad said it was "ridiculous" for countries that
already possess nuclear arsenals to pressure Iran to curb its peaceful
nuclear program.
